Mr. Moynihan concentrates his practice in the areas of government relations, public construction law, state and municipal permitting, and commercial real estate. Along with his government relations, public construction and permitting practice, Mr. Moynihan represents landlords, tenants, property owners, and developers on commercial real estate matters, including lease negotiation, property acquisition and financing.
Mr. Moynihan assists businesses, vendors, contractors, property owners and developers in their dealings with state and municipal agencies. His government relations clients include various business interests seeking contract procurement and real estate opportunities at the state and local level. He also represents a number of construction companies before MassDOT and the MBTA on construction contract related matters, including contractor prequalification and claims resolution. In addition, Mr. Moynihan represents developers and property owners on permitting issues where state transportation agency and local municipality approvals are required.
Mr. Moynihan has had a distinguished public service career spanning over 22 years, both on the local level as Town Administrator for the Town of Northbridge, Massachusetts, and on the state level as an Assistant Massachusetts Attorney General, Deputy Commissioner and Chief Counsel for the Massachusetts Highway Department, Undersecretary and General Counsel for the Executive Office of Transportation (now MassDOT), General Manager of the Massachusetts Bay Transportation Authority (MBTA), Central Artery/Tunnel Project Director, and Massachusetts Secretary of Transportation. In addition to his government experience, Mr. Moynihan spent seven years as chief operating officer and general counsel for a privately held commercial real estate development and property management firm.
